Kathmandu: A fresh controversy has emerged in Nepal over the long standing India Nepal border dispute after Kathmandu Mayor Balendra Shah, popularly known as Balen Shah, publicly exchanged diplomatic notes related to the issue with Prime Minister K P Sharma Oli’s government. The development has triggered political debate in Nepal and renewed attention on one of the most sensitive issues between the two neighbouring countries.
The controversy began after the Kathmandu Metropolitan City sought information regarding diplomatic correspondence exchanged between Nepal and India on border related matters. According to reports, Mayor Balendra Shah made public certain official communications and questioned the government’s handling of issues linked to disputed territories, including Kalapani, Lipulekh and Limpiyadhura.
The border dispute between India and Nepal has remained unresolved for decades. Tensions intensified in 2020 after Nepal released a new political map incorporating Kalapani, Lipulekh and Limpiyadhura within its territory. India rejected the revised map, maintaining that the areas are part of Uttarakhand and describing Nepal’s move as a unilateral action. Since then, both countries have reiterated their commitment to resolving differences through dialogue and diplomatic mechanisms.
The latest exchange has drawn political attention because it involves correspondence that is generally handled through official diplomatic channels. Mayor Balendra Shah questioned whether sufficient progress had been made on Nepal’s claims and sought greater transparency regarding discussions between Kathmandu and New Delhi.
The Oli government, however, defended its position and maintained that diplomatic engagement with India on the border issue remains ongoing. Officials stressed that such matters are handled at the national level through established foreign policy and diplomatic frameworks. Reports suggest that the government also raised concerns about the public circulation of sensitive diplomatic communications.
Political analysts in Nepal view the episode as part of a broader debate over governance, transparency and nationalism. Balendra Shah, who has built a reputation as an independent political figure, has frequently challenged traditional political parties and government institutions on issues of public interest. His intervention has therefore attracted significant public attention.
