New Delhi: In a major strategic shift that could redefine the ongoing civil rights movement in Pakistan-occupied Jammu and Kashmir (PoJK), the Joint Awami Action Committee (JAAC) is reportedly preparing to decentralize its protests by establishing village-level committees. This development signals a potential escalation in the region’s resistance against the Pakistani establishment.
According to emerging ground reports, the JAAC intends to establish a three-tier parallel administrative structure in every village across PoJK. This proposed framework includes a Political Committee, a Financial Committee, and a highly sensitive Defense Committee.
The Political Committee will be tasked with coordinating local political activities and sustaining the momentum of the ongoing movement. Meanwhile, the Financial Committee will manage local economic resources and financial activities, potentially establishing an independent economic network outside the control of the local PoJK administration.
However, the most significant and alarming aspect of this plan for Islamabad is the creation of the Defense Committee. Reports suggest that the JAAC is actively considering the formation of an organized local defense force. This unit is being conceptualized as a localized resistance mechanism and a security alternative to counter the heavy Pakistani military presence in the region.
Geopolitical analysts note that if this framework is implemented on the ground, the nature of the PoJK movement will undergo a drastic transformation. Instead of remaining limited to civic protests and demands for economic relief and political rights, the movement could evolve into a parallel governance structure handling its own administration, finances, and security.
While the JAAC has been spearheading massive protests in recent months—demanding fair electricity prices, subsidies, and fundamental rights—an official confirmation regarding the establishment of these localized armed and administrative units is still awaited.
Nevertheless, the mere proposition of a local defense force marks a critical juncture. Should the JAAC proceed with this village-level blueprint, it is bound to have severe political and security ramifications for Islamabad’s grip over the disputed territory, potentially triggering a heavier crackdown by Pakistani forces.
