New Delhi: Pakistan took over as president of the UN Security Council on July 1, 2025, and India used the opportunity to hit out at its neighbours over alleged cross-border terrorism, citing the Pahalgam massacre of April 2025.

The exhibition was displayed at the entrance of the UN headquarters, as Pakistan was about to take over as President of the UN Security Council, and India had mounted a strong offensive named “The Human Cost of Terrorism.”. It features Pakistan’s facilitation of terror incidents globally, from the 9/11 attacks to last month, when the Pahalgam killings were claimed by The Resistance Front – a proscribed offshoot of the LeT. The exhibition, which began on 30 June 2025, is designed to greet diplomats arriving at the UN complex with proof of collusion between these diplomats and Pakistan. India’s step comes on the heels of its military action — Operation Sindoor, which destroyed nine terror camps in Pakistan and Pakistan-occupied Kashmir after the killing of 26 civilians in the Pahalgam attack.

External Affairs Minister S. Jaishankar emphasised the importance of a zero-tolerance policy against terrorism during the exhibition’s inauguration. “It must be called out when a state enables terrorism against its neighbour, with the support of extremist hatred,” he said. The exhibition presents a timeline detailing 40 years of terrorism, connecting Pakistan to 29 incidents that started with the Air India bombing in 1985 and ended with the Moscow Crocus City Hall attack in 2024. Jaishankar pointed out that every image and attack narrates the story of lives wrecked by terrorism. As president of the council, Pakistan has been under pressure to follow diplomatic decorum since becoming a non-permanent Security Council member in January 2025.

Permanent Representative Asim Iftikhar Ahmad will head most meetings, whereas Deputy Prime Minister Mohammad Ishaq Dar is likely to represent the country at some key events. While high-level debates are on Pakistan’s agenda, the latter’s history of siding with China and Russia on matters like Iran and Gaza may prove to be a hurdle in its role.

Terrorism is the greatest threat to humanity, and Jaishankar calls for global action. Referring to the Pahalgam attack, he said that state-sponsored terrorism is an attack on UN values and the cause of human rights, and the intention behind the attack is to disturb tourism in Kashmir by creating religious disharmony.

India is clearly making a bold diplomatic push to change the responsible-party logic and consequences for terrorism, and Jaishankar’s hard-hitting words would further raise the climate of tension for Pakistan while assuming the rotating presidency of the UNSC.
