Hemant Soren’s First Moves As Jharkhand CM: Power, Politics, And Promise

Ranchi: Taking oath as the seventeenth Chief Minister of newly formed Jharkhand on Thursday evening, Hemant Soren without wasting much time came out into action and declared an utilization enhancement besides augmenting the social welfare scheme for women in the state. In the modified ‘Manya Samman Yojana’, each woman beneficiary has been given ₹2500 per month, categorically different from the previous ₹1000 per month.

Afterward, when Soren was delivered his oath of affirmation, he revealed that this had been decided prior in a cabinet meeting, but no ministers were actually sworn in that day. “We did think that every woman beneficiary would begin receiving ₹2,500 as cash support in December,” he said, to confirm the initial transfers would be made as soon as possible.

Impact of the Scheme

The JMM government, going into polls in August, launched this scheme that is expected to help over 5 million women in Jharkhand. Most political scientists believe that the improved financiers might have contributed to the victory of the INDIA coalition during the election.

Requirements from the Central Ministry

In other welfare announcements, Soren also asked the central government for ₹1.36 lakh crore releasing outstanding due, which the state said that it owed as royalty on minerals produced from its soil from 2005. This has gone to the court, with the Supreme Court itself ruling that the rights on mineral royalties lie with the state.

Soren also said the Jharkhand government would seek legal action to reclaim the rightful revenue share of coal from the central government for this purpose.

Addressing tribal issues

While presenting the current plan of his government, Soren spoke about the issues of the tribal people of Jharkhand living in Assam. He said that such communities have suffered the problem of being marginalized, and most of the first settlers in that region are from Jharkhand. In response to this, Soren has sought a multi-party delegation to visit the region and determine the situation on the ground before briefing the government of Jharkhand.

The recent problem of cross-border infiltration from Bangladesh as a result of alleged illegal immigrants raised time and again by Assam Chief Minister Himanta Biswa Sarma has compounded the problems of Jharkhand’s tribal communities.

Preserving the Parliamentary Majority

During the recent assembly election, JMM+coalition came out successful by winning 56 of the 81 assembly constituencies, while the BJP-led NDA won only 24 assembly constituencies. All through his party, Soren has now become the Chief Minister for the fourth term; he took the oath alone at the ceremony, and people are eagerly waiting for him to increase the ministerial list immediately after proving majority on the floor.

Future Steps

As a newer state, Jharkhand is faced with these new policy and leadership challenges; nevertheless, the content remains on the better implementation of the enhanced fund support for women and other burning problems of the tribal area. Several weeks would determine the kind of government Soren and his administration would be forming, more so in terms of the cabinet as well as the policies and programs to be implemented in the state.
