Moscow: India scored a diplomatic victory at the 2025 BRICS Summit when the entire group condemned the April 22 Pahalgam Jammu and Kashmir terrorist attack in which 26 innocent citizens were killed and many others injured. In his speech, Indian Prime Minister Narendra Modi was forthright in condemning Pakistan as the sponsor of terrorism and urging world leaders to unite to combat the plague without the burden of politics. The crudeness of the language at the summit is a fine reflection of international solidarity with India on a specific terror attack.
The BRICS declaration followed suit in terms of what is a clear denunciation of terrorism in all its forms and manifestations as unjustifiable, regardless of the level of development, group or individual that is used, and the motives behind it, and that it should in no event be linked to any religion, race, nationality or culture. The leaders called for vigorous action in eliminating terrorist groups and their sponsors and in providing zero-tolerance for terrorist groups. For the simple reason that the Pahalgam attack was singled out for condemnation and described as “inhuman” and “criminal” which was the first such measure in BRICS forum that called for tackling terrorism without double standards among the nations.
Modi, in his speech at the function, made a distinct division between “countries that are terror-hit” and “countries that are behind terrorism” and directly blamed Pakistan of providing such terror. Asserting that terrorism had picked India while they had patrons outside, he pointed out especially victims and criminals cannot be compared with each other. He then suggested that nations whose leaders stay silent about terror for political reasons are also to blame, adding, “Silence in front of terror for political interests is a betrayal of humanity.” Modi also thanked those countries that supported India and again said that it is no time to treat condemnation of terrorism as expediency but as a principle.
Besides underscoring the importance to focus more on terrorism, the summit also recalled a call for a comprehensive reform of the United Nations Security Council to make it more democratic and more representative from Global South. World leaders had emphasized a more inclusive system of global governance to better meet the new challenges of the world.
Through the BRICS declaration and Modi’s emotional campaign, Indians have proven themselves on the world stage, and As the emerging economies grow together, further efforts to say “no to terror” must be made. The irresistible unanimity of denouncement of the Pahalgam attack sent a message loud and clear that terrorism had to face stiff global resistance as the summit came to an end.
