Bhubaneswar: The Excise Department officials seized 100 gram brown sugar and arrested two persons in this connection in the Odisha capital on Tuesday.
The accused persons have been identified as Shridhara Nayak and Ajaya Pradhan.
The police also seized a car from their possession.
