Gurugram: Reacting strongly to the recent Gurugram hit-and-run case where a woman biker was aggressively rammed by a car, former IPS officer and former Lieutenant Governor Kiran Bedi has called for stricter law enforcement and the extensive use of technology to curb road rage.
Bedi emphasised that authorities must instil a deep-seated fear of the law among those who recklessly violate traffic rules. “A person breaking the rules while driving must fear that if caught, their vehicle will be confiscated, their license cancelled, and they will face handcuffs, jail time, fines, and public disgrace,” she stated.
Advocating for a modernised policing approach, Bedi suggested building a robust network of speed cameras on highways and high-speed corridors, similar to urban e-challan systems. She proposed interconnecting the surveillance networks of the Delhi, Haryana, and Uttar Pradesh police departments to ensure the swift tracking of suspicious vehicles. Drawing a parallel with the United States, she noted how interceptor vehicles are effectively used there to immediately halt rogue drivers.
Addressing the potential motive behind the crime, the former top cop pointed out that the accused might have been driven by a fragile male ego, unable to accept a woman riding parallel to him on a public road. She heavily underscored the crucial role of the victim’s personal recording equipment, observing, “If the camera had not been installed on the bike, it would have been very difficult for the complete picture of this incident to come to light.”
Bedi also noted that the accused allegedly tampered with his car’s number plate and faked injuries to build a defence, actions that suggest a calculated attempt to evade justice.
Meanwhile, Gurugram Police have escalated the legal proceedings against the accused, identified as Kalyan Bainsla. Initially booked for rash driving, Bainsla now faces an attempt to murder charge under Section 109 of the Bharatiya Nyaya Sanhita (BNS) following a detailed analysis of the CCTV footage.
Bainsla was recently tracked down and arrested from Dausa in Rajasthan. According to police reports, he attempted a brief escape from custody under the pretext of answering nature’s call but was quickly reapprehended after tripping and falling. While the accused maintains his stance that the collision was merely a case of rash driving, authorities are moving forward with the stringent new charges based on the video evidence.
