Women’s Reservation Bill Defeated; PM Modi Says ‘Dreams Crushed Midway’

New Delhi: Prime Minister Narendra Modi has strongly criticised the Congress and its allies after a Constitution Amendment Bill linked to women’s reservation failed to secure the required majority in the Lok Sabha, calling their opposition “foeticide of this honest endeavour”.

Addressing the nation, the Prime Minister on Saturday said, “Before the eyes of the entire nation, the Congress and its allies have committed the foeticide of this honest endeavour. Parties like the Congress, the Samajwadi Party, and the DMK are the perpetrators of this act. They have committed an offence against the Constitution and against the womanhood of this country.”

The Centre had moved the Constitution (131st Amendment) Bill, 2026, on Thursday to expand the Lok Sabha from 543 to 850 seats and implement 33 per cent reservation for women in the Lok Sabha and state assemblies from the 2029 elections. The Bill secured 298 votes in favour and 230 against on Friday, falling short of the two-thirds majority needed for a constitutional amendment.

PM Modi apologised to “all the mothers” of the country, saying the Bill should have been passed 25 to 30 years ago. “Today I’m here to discuss an important issue, especially for the women of this country… Despite our best efforts, we haven’t succeeded,” he said.

He added that the women of India had suffered due to the “selfish politics” of the Congress, DMK, Trinamool Congress and Samajwadi Party. The government said it would continue to campaign for women’s quotas.
